Jurisdiction B News: Ordering/Referring Provider Front-End PECOS Warning Edits

 
 
 
 
Attention All CEDI Trading Partners, Suppliers, Billing Services, Clearinghouses and Vendors Reminder: Ordering/Referring Provider Front-End PECOS Warning Edits at the Common Electronic Data Interchange (CEDI) CEDI errors C200, C201 and C202 are warning errors/edits indicating the Ordering/Referring Provider submitted on the claims was not eligible to order/refer for the service billed according to the Medicare Part A and Part B Provider Enrollment, Chain and Ownership System (PECOS). These edits will generate as a warning on the CEDI GENRPT until April 5, 2010. These errors/edits are in place as part of Centers for Medicare & Medicaid Services (CMS) Change Request 6421 and related Medicare Learning Network (MLN) article MM6421 implemented with the October 2009 Release. CMS has completed the systematic loading of approximately 220,000 National Provider Identifiers (NPIs) to the existing PECOS records of providers who are eligible to order/refer. With this update to the PECOS records, CEDI has seen a drop in the number of warning messages being produced on the supplier s GENRPT. Prior to April 5, 2010, CMS will make publicly available on the Internet the names and NPIs of the Medicare physicians and non-physician practitioners who are eligible to order or refer in the Medicare program. CMS will replace this file on a periodic basis. At any given time, only the most current file will be available. When the file is available for download, CMS will post an announcement on the Ordering and Referring Provider page on the Medicare provider/supplier enrollment Web site:  www.cms.hhs.gov/MedicareProviderSupEnroll. CMS will send notification of the availability of the file via the CMS provider and supplier listservs and will announce its availability at the appropriate CMS Provider/Supplier Open Door Forums. Should a supplier receive one of these warning errors/edits on a claim, CEDI recommends the following:Contact the Ordering/Referring Provider to verify their eligibility with PECOS.Contact the Ordering/Referring Provider to verify how their name is listed with their PECOS enrollment and ensure the name submitted on the claim matches the PECOS record. Verify the Type I (individual physician s) NPI and name of the Ordering/Referring Provider is submitted on the claim.  If the Type II (physician s group) NPI and name is submitted, a match will not be found on the PECOS file
Ordering/Referring providers may use the following Web site to obtain information in relation to PECOS and to enroll and/or access the PECOS system to ensure they are listed and authorized to order/refer services for Medicare:

CEDI Complete Outage for Routine Maintenance on Sunday, January 31, 2010
 
CEDI reserves the time on Sundays between 12:00 a.m. - 11:59 p.m. eastern time (ET) to perform routine maintenance. During this time, CEDI has been able to accept electronic files but will not produce Level 1 and GenResponse reports.
 
On Sunday, January 31, 2010 CEDI will be utilizing this maintenance window.  However, during the time of this maintenance, trading partners will be unable to connect and login to CEDI.
 
Once the maintenance has been completed, CEDI will be re-opened for trading partners to connect and to login. CEDI anticipates trading partners will be able resume connecting to CEDI with their Login ID and password in the early afternoon of Sunday January 31, 2010 and no later than 12:00 a.m. Monday February 1, 2010.

Jurisdiction B News: How to Identify Medicare University Courses

 
 
 
 
How to Identify Medicare University Courses Medicare University is an engaging and interactive on-line system which houses multimedia educational computer based training (CBT) programs, courses and presentations. Medicare University also offers a self-reporting tool for each training event that is conducted. The self- reporting tool is designed to confirm if a provider/supplier attended an event. Participants are provided an eleven digit participation code during each event, so they can receive a certificate of completion. Courses can easily be identified as a self-reporting course. Self reporting courses can be identified by the course id, which are: Part A CBT, Part B CBT, Durable Medical Equipment CBT or Home Health and Hospice CBT. The course id can be located in the first column of the Course List in the Medicare University system.  Below are examples:  AA-C-00000  Any course ID that starts with AA-C pertains to a self reporting course.  Self reporting courses ask for an eleven digit code that is given out during the teleconference, webinar, or seminar. Once you input the code, and follow the on-screen instructions, a completion certificate will be e-mailed for that event. DME-C-0000  Any course ID that starts with DME-C pertains to a Jurisdiction B Durable Medical Equipment CBT. PTA-C-0000  Any course ID that starts with PTA-C pertains to a Part A CBT. PTB-C-0000  Any course ID that starts with PTB-C pertains to a Part B CBT. RHH-C-0000  Any course ID that starts with RHH-C pertains to a Home Health and Hospice CBT. VC-C-00000  Any course ID that starts with VC-C pertains to the 2009 Virtual Convention presented by National Government Services. These are self-reporting courses and can be used to obtain Continuing Education Units (CEUs) for Providers and Suppliers who registered and attended the convention. In order to obtain the certificate a ten question test must be completed with a passing score of 70% or better. For any technical issues or inquiries, please send those to:  medicare.university@anthem.com.

 It's Not Too Late to Get the Seasonal Flu Shot.  While seasonal influenza outbreaks can happen as early as October, influenza activity usually peaks in January.[1] The seasonal flu vaccine is the best way to prevent infection and the complications associated with the flu.  Re-vaccination is necessary each flu season because flu viruses change each year. 
 
CMS is asking our health care provider community to please encourage your Medicare patients who haven't already done so to get their annual flu shot.  It is also important to be sure that you immunize yourself and your staff. 
 
Remember - Influenza vaccine plus its administration are covered Part B benefits.  Note that influenza vaccine is NOT a Part D covered drug.

This article was revised on January 19, 2010, to reflect a revised CR 6721 that was issued on January 15, 2010. Providers Randomly Selected to Participate in the Medicare Contractor Provider Satisfaction Survey (MCPSS) Urged to Respond (201001-23) The Centers for Medicare & Medicaid Services (CMS) has released a Special Edition MLN Matters article that reminds providers and suppliers that CMS has launched the fifth annual national administration of the Medicare Contractor Provider Satisfaction Survey (MCPSS). Providers and suppliers that have received a letter indicating that they were randomly selected to participate in the 2010 MCPSS are urged to take a few minutes to go online and complete this important survey via a secure Internet website. Clarification on Coverage Guidelines for HCPCS E0936 The previous article titled, Clarification on Coverage Guidelines for HCPCS E0936 that was sent via the Jurisdiction B Listserv on January 25, 2010 has been rescinded and is being replaced with the following information. National Government Services, the Jurisdiction B DME MAC would like to remind suppliers of the Medicare coverage on Healthcare Common Procedure Coding System (HCPCS) code E0936 (Continuous passive motion (CPM) exercise device for use other than knee).  For suppliers that are dispensing a CPM device that is not used for the knee (E0936), the item would be considered not medically necessary for Medicare coverage. This is based on the national policy in the National Coverage Determinations Manual, Section 280.1 which can be located at: http://www.cms.hhs.gov/manuals/downloads/ncd103c1_Part4.pdf. In order for the beneficiary to be held liable for payment, suppliers must properly execute an Advance Beneficiary Notice of Noncoverage (ABN) prior to dispensing the item to the beneficiary. When an ABN is properly executed, the GA modifier should be appended to the claim line(s). If the supplier is unable to properly execute an ABN prior to dispensing this item, the supplier would bill the claim line(s) with a GZ modifier. Due to blizzard conditions the NAS DME Supplier Contact Center and the Telephone Reopenings in Fargo and Grand Forks, ND are closed today. Suppliers are strongly encouraged to use the Interactive Voice Recognition (IVR) system (https://www.noridianmedicare.com/dme/contact/docs/ivr_at_a_glance.pdf) at 1-877-320-0390 for inquiries. The IVR accepts voice and touch-pad commands. The information available through the IVR includes:

    -Eligibility: effective dates, deductible, HMO information, deceased information based on anticipated date of service
    -Same or Similar: HCPCS code and modifier, initial date on file, recertification date, last date billed, billing supplier name and phone number
    -Claim Status: including allowed, paid, denied amounts and reason for the denial, the check number, and date of payment/denial
    -Checks: issue date, amount, check number
    -CMN Status: initial date of CMN, recertification date, length of need
    -Pricing: fee schedule allowed amount per quarter requested
    -Payment Floor: Number of pending claims and associated dollar amount, total number of claims on the payment floor and associated total dollar amount
    -Duplicate Remittance Advice orders
